Codex hooks repeatedly resolved dependencies through uvx, selected Intel CPython on an ARM Mac and attempted to compile cryptography until event deadlines. Execute the explicitly prepared matching wheel through isolated Python for hooks, SessionEnd replay and MCP startup; publish the existing Intel dependency bound and prepare the candidate runtime in CI.
SessionStart now avoids importing the ML stack for a banner presence check and narrows the grooming query to the indexed lesson subset. Its PostgreSQL connection disables JIT locally.
Validation:136 targeted tests, repository-wide Ruff check/format, source and craftsmanship gates, staged diff check. Native Codex notifications confirm the tested Cortex SessionStart, UserPromptSubmit, PostToolUse and SessionEnd events completed. Two unrelated plugins still failed SessionStart JSON validation and are being repaired separately. Edit gates, PreCompact and subagent events were not exercised natively. No package release or version bump is included.
