fix(mosaic): show connected account verification errors without animating on load - #10479
A connected account whose verification failed shows its error as soon as the profile loads, but the error still grew and faded in as if it had just appeared.
useTransition gains an animateOnMount option (default true, so existing callers are unchanged). With false, an element that is open on first render skips its starting styles and appears in place; later opens still animate. Section.Error uses it, so the connected accounts verification error is static on load while connect and reconnect errors still animate in when they occur.

useTransition adds an optional animateOnMount option that defaults to true. When the element starts open and the option is false, the hook skips the starting style and clears that skip after the transition leaves the starting status. SectionError passes false. The change also adds a Changesets frontmatter file with no package or release type.
The change makes connected-account verification errors appear without animating on load, and existing callers are unaffected. Add a unit test for the new option before or shortly after merge; no functional blocker was found.

The existing test covers only the default animateOnMount: true path. Add a test for an initially open transition with animateOnMount: false. Assert that the first render omits data-starting-style and that a later close-and-reopen still includes it. This verifies that the option affects only mount animation.
As per coding guidelines, “Unit tests are required for all new functionality.”

Suggestion: handle this inside useTransitionStatus rather than layering skipEnter state on top in useTransition.
Base UI does it with an animateInitialOpen param on useTransitionStatus (default false). It just controls the initial state, so an element that mounts open never enters 'starting'.
Follow-up on the default: I think we should match Base UI and not animate on mount by default.
Five call sites already hand-roll the same workaround (strip data-starting-style/style until the first close):
primitives/tabs/tabs-panel.tsx:39
primitives/accordion/accordion-panel.tsx:77
primitives/collapsible/collapsible-panel.tsx:83
primitives/flow/flow-step.tsx:101
components/reveal/reveal.tsx:28
This PR would be a sixth. Flipping the default lets us delete all of them. The call sites that mount open to arrive would opt in with animateOnMount: true:
Unverified: CardBanner (components/card/card.tsx:199) and the field error (components/field/field.tsx:246) look like they have the same on-load animation as this PR.
Side effect: popups with defaultOpen stop animating on load, same as Base UI.
Fine to land this PR as is and do the flip as a separate refactor.
