WHAT is this change about?

Enhances the current otel example with mTLS certificate usage, follow up of cloudfoundry/otel-collector-release#215

What customer problem is being addressed? Use customer persona to define the problem e.g. Alana is unable to...

Alana is unable to find out how to deploy the otel-collector with mTLS enabled. This gives her a first pointer to understand how it could work.
