Route policies not described in OpenAPI spec #5427
Description
Issue
Route policies are documented in the API documentation, but missing in the current OpenAPI specification.
Context
#4910 introduced new /v3/route_policies endpoints for managing route-level access control:

|---|---|---|
GET |
/v3/route_policies |
List route policies with filtering |
GET |
/v3/route_policies/:guid |
Get a single route policy |
POST |
/v3/route_policies |
Create a route policy |
PATCH |
/v3/route_policies/:guid |
Update metadata (labels/annotations only) |
DELETE |
/v3/route_policies/:guid |
Delete a route policy |
#5287 did not yet contain the endpoints above when merged.
Steps to Reproduce
Compare https://v3-apidocs.cloudfoundry.org/version/3.230.0/index.html#route-policies and https://cloudfoundry.github.io/cf-openapi/
Expected Result

I incorporated some of @rkoster's changs into #5443 and #5444, which I had pulled from my larger effort to update the OpenAPI docs. They are merged. Thanks again.
