Description

This adds a loading state to toggle for situations where a toggle triggers an async event that needs to complete before the toggle can be used again.

This resolves a situation where some customers were simply making the Toggle disabled while loading, which caused a loss of focus that is not compatible with accessibility best practices.

Note: This has not been reviewed by Cloudscape Design and should be!

How has this been tested?

Tested in-browser using the demo pages, which now feature this variant.
