Description
Fix error in Windows.

There was 1 error:

1) CodeIgniter\Database\Migrations\MigrationRunnerTest::testMigrationUsesSameConnectionAsMigrationRunner
ErrorException: unlink(E:\www\CodeIgniterProjects\dev\writable\runner.sqlite): Resource temporarily unavailable

E:\www\CodeIgniterProjects\dev\tests\system\Database\Migrations\MigrationRunnerTest.php:482
