What GitHub issue does this PR apply to?

N/A

What changed and why?

The UI for CT has been the same since it's founding in 2017. This helps modernize it a bit.

  • Update the CSS to add better coloring and fonts, and use some items that are there
  • Make better alerts show as alerts
  • Distinguish between code, comments, not implemented, and other statuses more prominent
  • Make compare/references pages more accessible
  • and more
