This is a great idea actually, as it gives players a lot more freedom when they e.g. want to join the server quickly, but not loose track of what changelogs they haven't read!
One thing I do think might be worth adding is a config toggle for this, something like allow_close_without_read, so server owners can decide themselves how this behavior should be handled!
