Problem

#4614 configured MintMaker to open RPM lockfile PRs with automerge enabled, but branch protection requires at least 1 approving review. MintMaker cannot approve its own PRs, so #4623 has been sitting opened with all checks passed.

Solution

GitHub Action that auto-approves MintMaker's lockfile PRs:

  • Scoped to MintMaker bot + renovate/main/lock-file-maintenance branch only
  • Validates changed files against an explicit allowlist (modified only, no adds/deletes)
  • Serializes concurrent events for the same PR via concurrency group
  • Action pinned to commit SHA for security

📝 Summary

Summary by CodeRabbit

  • Chores
    • Automated approval is available for eligible lockfile maintenance pull requests targeting the main branch. Approval is submitted only when the complete list of changed files is verified and every file is a supported lockfile. Pull requests with other files or an incomplete file list are not approved by this workflow. Runs are serialized and limited to five minutes.

Walkthrough

A new GitHub Actions workflow checks eligible lockfile pull requests. It verifies the live head SHA and changed files, then submits an approval review bound to the expected SHA when validation passes.

Changes

Lockfile pull request approval

Layer / File(s) Summary
Workflow triggers and eligibility
.github/workflows/auto-approve-lockfile.yml
The workflow runs on pull request open, synchronize, and reopen events. It restricts runs to the specified bot, same-repository pull requests, and configured base and head branches. It also sets concurrency, timeout, permissions, and validation inputs.
Changed-file validation and approval
.github/workflows/auto-approve-lockfile.yml
The workflow checks the live head SHA before and after fetching changed files. It requires a nonempty file list whose count matches the API summary, with every file marked modified and on the lockfile allowlist. It submits an approval review bound to the expected SHA when validation passes.

Trigger approval for the already-open maintenance PR after deployment and confirm the Actions event policy before November enforcement. The earlier risk of approving an unvalidated newer commit has been addressed.

Add GitHub Action to automatically approve PRs opened by MintMaker
on the renovate/main/lock-file-maintenance branch. This unblocks
the no-merge conflict we experienced when the RPM lockfile updates
needed manual intervention.

🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Trigger the already-open maintenance PR after deployment.

These event types will not run the new workflow retroactively. PR #4623 is already open, so it will remain without this approval until MintMaker pushes another commit or someone closes and reopens it. Reopen that PR after deployment, or provide a one-time trigger for existing PRs. (github.com)

🌐 Web query:

site:docs.github.com/en/actions/reference/security/securely-using-pull_request_target November 2 2026 default policy affected public repositories Actions event policy

💡 Result:

GitHub says the default Actions event policy **blocks `pull_request_target` in public repositories that don’t already have an applicable event policy**. It does not apply to private or internal repositories, and it does not replace an applicable policy already configured. The policy is currently in evaluation mode, so affected workflow runs continue for now. ([docs.github.com](https://docs.github.com/en/actions/reference/security/securely-using-pull_request_target?utm_source=openai))

**Enforcement is scheduled for November 2, 2026.** On that date, GitHub says it will enforce the default policy for affected repositories that were using it before general availability. If a workflow still needs `pull_request_target`, configure an applicable policy that explicitly allows the event; otherwise, the event-triggered workflow will be blocked. Allow pull_request_target in an applicable Actions event policy before November 2, 2026.

This repository is public. GitHub is scheduled to enforce its default block for affected public repositories without an applicable policy allowing pull_request_target. If that default applies here, the workflow’s opened, synchronize, and reopened runs can be blocked, including otherwise eligible lockfile PRs. Check the repository or organization policy and allow the event if needed.
