The footer band had a fixed 126px height while its content was taller, so the bottom row (GitHub, Discord, YouTube, credits) spilled below the band onto the page edge. The band now sizes to its content. Layout is two rows: the Homebase logo with the Documentation, Tezos and TzKT links on one line, the social icons with the credits on the next. "Supported by Tezos Commons" links to tezoscommons.org and sits above "Designed & Developed by dOrg". The dead "Help" item is gone and Documentation points at docs.tezos-homebase.io. On DAO pages below 960px the footer leaves room for the fixed bottom bar instead of being covered by it. The explorer content area has a full-viewport minimum height so the footer is never pulled up into the first screen on short pages; it always takes a scroll to reach. Fixes the footer regression where the bottom row (GitHub, Discord, YouTube, credits) rendered below the grey band at the very bottom of the page.
Verified in a local dev server at 1440px and 420px widths, on the DAO list and DAO pages, and with a production build.
