Add method to both Scheduler and Client to check whether a scheduler plugin with a given name is currently registered. - Scheduler.has_scheduler_plugin(name): returns bool indicating if plugin exists - Client.has_scheduler_plugin(name): wrapper that calls scheduler via RPC - Added RPC handler registration in Scheduler.handlers This addresses the need to verify plugin registration before performing operations that depend on plugin presence, such as checking for logging configuration plugins before job submission. Fixes dask#9106
