build(deps): bump helm.sh/helm/v4 from v4.3.0 to v4.3.1 - #1094

Bump the Helm library and all referenced Helm client versions in CI and release workflows to the latest v4.3.1 release. Transitive upgrades pulled in by go mod tidy: - k8s.io/kubectl v0.37.0 -> v0.37.1 - sigs.k8s.io/controller-runtime v0.24.1 -> v0.25.2 - sigs.k8s.io/kustomize/kyaml v0.21.1 -> v0.21.2 - google.golang.org/protobuf -> v1.36.12 (final) Verified with go build, go vet and go test (all packages pass).
