Bump body-parser and netlify-cli (#14611)

Removes [body-parser](https://github.com/expressjs/body-parser). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.


Removes `body-parser`

Updates `netlify-cli` from 16.4.2 to 17.36.2
