Issue

Campaign resume trusts retained receipt kinds and versions before accounting for
previous calls. Unsupported records can therefore permit further trials. Docker
lifecycle validation also depends on a private harness, leaving CI unable to
reproduce the container behavior checked before release.

Fix

Reject unsupported receipt kinds and non-integer or unknown versions before Docker
activity, preserving the original evidence. Accept immutable local Docker image IDs
alongside registry digests so the bundled fake reviewer can run without a registry
adapter; mutable tags remain rejected.

Run the real CLI and Docker lifecycle checks in a dedicated CI job using synthetic
credentials and no inference. Cover stdin, source isolation, output capture,
retained failures, timeout and interruption, including version-probe cleanup.
Exercise copied-skill and plugin-layout installations from unrelated directories,
including scheduling, prompt rendering, reporting, resume and stale-input rejection.

Validate retained receipt kinds and integer versions before resume accounting
or Docker activity. Preserve malformed evidence and prevent additional trials.

Use immutable local image IDs for reproducible Docker lifecycle tests with a
fake reviewer and synthetic authentication. Exercise the installed CLI from
unrelated directories and run the container checks in a separate CI job.

Package validation, 83 offline tests and six real Docker cases pass without
inference or calibration.
