Fix repetitive Release incremental builds on CoreCLR and NativeAOT

Description

BasicApplicationRepetitiveReleaseBuild cannot currently run for the surviving Android runtimes. On CoreCLR, the third build unexpectedly skips _Sign; on NativeAOT, the second build unexpectedly reruns _RunILLink. Restore the test and fix the incremental build behavior for both runtimes.

Steps to Reproduce

1. Restore BasicApplicationRepetitiveReleaseBuild in IncrementalBuildTest.cs.
2. Run it with AndroidRuntime.CoreCLR and AndroidRuntime.NativeAOT.
3. Observe the target-skipping assertion failures described above.

Did you find any workaround?

The test is ignored while the runtime-specific incremental behavior is investigated.
