Dependency update PR — changes limited to: eng/Version.Details.props, eng/Version.Details.xml, eng/common/Get-GitHubAppToken.ps1, eng/common/core-templates/job/helix-job-monitor.yml, eng/common/core-templates/post-build/post-build.yml (+2 more).
