ci: add testing for 26.3

The existing 26.2 mod works in Minecraft 26.3, but the testing framework doesn't.

We also need to wait for Cloth Config to update to Minecraft 26.3 to officially classify this mod as compatable with 26.3 (even though it works with the RC version).
