Adds the OpenAI directory review block to the Codex manifest: five positive and three negative test cases, no country restrictions, the release notes, and commerce off. The demo video link comes in a later commit, once the cases are recorded. The ZIP build now checks the case counts and required fields, and rejects reviewer credentials or instructions in the package.
The setup skill now lists Codex as a CIMD client and gives its connect command, so Codex adds a gateway from its URL alone instead of passing the tenant's client id. Bumps the plugin to 1.3.5.
