feat: refresh camera UI and harden image proxy

UI/UX

• Dashboard responsive cho desktop/mobile
• Tìm kiếm theo tên đường/giao lộ/khu vực
• Lọc theo quận/khu vực
• Tùy chọn số camera mỗi trang
• Tự làm mới 5/10/15/30 giây hoặc tắt
• Làm mới từng camera / toàn bộ camera đang hiển thị
• Trạng thái tải, online và lỗi cho từng camera
• Dark mode được lưu bằng localStorage
• Pagination gọn hơn và tự clamp khi URL có page không hợp lệ
• Tạm dừng auto-refresh khi tab bị ẩn để giảm request

Bug / Security

• Loại bỏ open proxy qua tham số URL
• Chỉ chấp nhận CamId 24 ký tự hex
• Bỏ cookie upstream hard-code khỏi source
• Không leak exception/upstream response ra client
• Thêm timeout và kiểm tra Content-Type
• Sửa tình trạng page vượt giới hạn dẫn tới màn hình trống

Quality

• Thêm GitHub Actions CI
• Validate composer, PHP syntax và data-camera.json
• Smoke-check các UI anchor chính
• Cập nhật README
