automation: use REBASE_FEDERATION_RULE_ID for the rebase - #14

The rebase runs from a scheduled or dispatched event and needs its own federation rule rather than the organization-wide one, so read it from vars.REBASE_FEDERATION_RULE_ID.

The rebase job now reads its workload identity federation rule from
vars.REBASE_FEDERATION_RULE_IDinstead ofvars.ANTHROPIC_FEDERATION_RULE_ID. The missing-variable check names the actual variable that is unset.Organization, service account and workspace IDs are unchanged (
ANTHROPIC_*).
