automation: trigger the edera/6.18-lts rebase nightly - #18

Conversation
edera/6.18-lts carries its own rebase automation, but scheduled workflows run only from the default branch. Add a workflow here whose only job is to dispatch edera/6.18-lts's kernel-nightly.yml each night.

Adds
lts-rebase-trigger.yml. Its only job is to rungh workflow run kernel-nightly.yml --ref edera/6.18-ltsat 03:23 UTC, which startsedera/6.18-lts's own copy of the rebase. Nothing else on mainline changes. It's needed because GitHub runs scheduled workflows only from the default branch. It uses
GITHUB_TOKENwithactions: write; starting a manual run is one of the few things that token can trigger, so the GitHub App isn't needed.Merge #17 first; until then this dispatch has nothing to run.
