This is just to update deprecates syntax, it's not strictly needed to fix the pipeline. But it doesn't hurt either.

CircleCI rejects pipelines using config version 2 following its end of life, so builds fail before the build job starts. Upgrade the configuration to version 2.1 and replace the deprecated
deploystep with a namedrunstep.The deployment commands and branch conditions are preserved: review builds still build and test without deploying when
