Weekly sync of portage-stable and related overlay content, updating package ebuilds/manifests/profiles plus a few Flatcar build-time tweaks to keep the SDK/dev/prod image assembly working with the refreshed tree.

Changes:

Bump/add/remove a large set of Gentoo portage-stable ebuilds, manifests, patches, and profile masks/forces/deprecations.
Update several eclasses (notably perl-module, toolchain, user-info, prefix, acct-group) and add new licenses.
Adjust Flatcar build scripts and a local bind ebuild carry patching.
