The fuzz workspace resolves xtask's exactly pinned serde_json through its own lockfile, so the Dependabot bump of the root lockfile alone was refused by `cargo clippy --locked`. Update fuzz/Cargo.lock to the same release and refresh the dependency admission record and fuzz license-exception notes. The transitive graph, features, license and MSRV are unchanged.
