fix(capture): give WGC free buffers so a busy GPU stops halving the frame rate - #1499
Under GPU load, WGC delivered a new frame only every other tick. The capture pool had 2 buffers and the writer held one (currentFrame_) until the next tick; the copy out of it waits behind the game's GPU work, so WGC had no free buffer for the next frame and dropped it. The file stays at ~57 ticks/s, but about half are repeats, which reads as 30 fps.
Change
Pool of 3 buffers (kFramePoolBuffers).
tryGetNextFrame drains the queue and keeps only the newest frame.
Improved window capture handling by selecting the newest available frame and keeping it valid while it is being copied, helping reduce dropped frames under GPU load.
Window capture dimensions are now rounded up to a minimum even size, improving compatibility with capture and video processing.
Capture can now release frames after copying, freeing buffer space for subsequent frames.
…rame rate
The pool had two buffers and the writer held one until the next tick, so
under GPU load WGC dropped every other frame. Pool of three, drain the
queue to the newest frame, hand the buffer back right after the copy, and
log unique frames per second in [pacing].
Refs #510
The WGC capture path now retains the newest queued frame until release. The video loop releases each copied WGC frame and reports unique-frame counts and rates separately from paced ticks.

The frame pool size is three. tryGetNextFrame drains queued frames and retains the newest one. releaseFrame() closes the retained frame; CaptureSession forwards this call for WGC and does nothing for DXGI.

Merge Risk: Low · up to 19869
The capture changes are mergeable with bounded follow-up: legacy recordings report zero unique frames, pauses depress the reported frame rate, and texture-lifetime documentation needs correction. No captured-frame corruption was established.

R4 measurement (Windows, GPU load, 60 s takes): main vs this branch, unique fps from [pacing] and mpdecimate. Report attached.
Setup: Windows 11, RTX 4070 Ti, 1920×1080 primary, helper built from main and from 19869ae (unique_fps present only in the branch binary, encoder-selection control hits in both). Load = FurMark 2 (GL, 1920×1080 windowed, vsync off). Capture at 60 fps.

Branch holds ≥ 55 unique fps under load, no loss on the game side. Encoded frames 3571–3572 per 60 s on both sides.
This machine doesn't reproduce the 30 fps drop on main: main also delivers ~56 unique fps here, so this run shows no regression rather than the fix itself. A weaker GPU or a heavier game is needed to see the before/after.
Display-capture takes were discarded: the desktop was in use and FurMark was covered by other windows for most of them, so their unique-frame counts measure the user's activity, not the pipeline. One of them (branch) also saw FurMark dip to 171 avg / 43 min; it didn't recur on the two clean branch takes.
Idle desktop on the branch: 3571 frames encoded, [pacing] unique_fps 55.6, no stall or error.
