ci: gate release jobs behind a protected environment - #1505
Every job that reads a release credential now runs in the release environment, which requires the owner's approval before it starts. Write access keeps merging code, but can no longer cut, promote or publish a release.
The environment and two rulesets (release-tags, release-branches) are already in place. The lock only takes effect once the release secrets move from repository secrets into the environment; until then the workflows keep reading the repository copies, so nothing breaks in between.

Testing
YAML only: one environment: release line in ten jobs. The first real check is the next build run, which must pause for approval on build-macos and publish-release.
Every job that reads a release credential now declares environment:
release. Once the credentials move from repository secrets into that
environment, only its approver can run them: write access no longer
reaches the signing certificates or the release token from a branch
workflow, nor cuts a release through workflow_dispatch.
Release-related GitHub Actions jobs now target the release environment. The release documentation describes its approval requirement, rulesets, credentials, and secret setup.
The environment gating itself looks sound, but the release guide has gaps worth fixing before merge. The documented old-tag backport example would not build or publish. An old tag's announcement workflow can still use the unprotected Discord token. The secret-migration steps should say to cancel queued runs and rotate credentials. The Homebrew downgrade concern is low risk until a tap is configured.

Review comments at @.github/workflows/aur-publish.yml:
- Line 31: Update the release workflow around the release environment so
release-triggered jobs compare the target version with the version in the cloned
AUR repository and skip publishing when the target is older. Preserve publishing
for equal or newer versions and leave non-release-triggered jobs unchanged.
- Line 31: Move the AUR_PACKAGE_NAME check out of the job-level condition, where
the release environment is not yet available. Add a step after the release
environment is available to check the package name, then gate the publishing
steps on that check’s result so publishing is skipped when the name is absent.
Review comments at @.github/workflows/build.yml:
- Line 1209: The job-level product ID check can run before the release
environment loads; move the `MSSTORE_PRODUCT_ID` check into the job so it
evaluates after `environment: release` is applied, while preserving the
stable-release and fork safeguards.
- Line 887: Update the release-tag workflow revisions on frozen release branches
to include the `environment: release` assignment on the publishing job before
moving credentials; ensure the required publication and Apple signing secrets
are available through that environment so macOS artifacts are not ad-hoc signed.
- Line 887: Update the artifact upload and download flow associated with the
release environment so openscreen-linux remains available throughout both
approval gates and until publication; configure retention to cover the
workflow’s full duration without changing the approval gates or release
behavior.
Review comments at @.github/workflows/update-homebrew-cask.yml:
- Line 19: Update the Homebrew cask publishing flow in the release environment
to check the tap’s current version against the release being published, and
prevent publishing when the tap already contains a newer version. Preserve
publishing for equal or newer releases.
Review comments at @technical-documentation/engineering/release-and-secrets.md:
- Line 113: Update the release-secrets guidance to instruct maintainers to
verify that all required credentials are present in the release environment,
then delete their repository-level copies; do not imply that configuring
environment secrets removes repository secrets.
- Around line 111-114: Update the release-security claims around the release
environment and release-tags ruleset to state that writers can create a new v*
tag and publish a GitHub release with assets without an environment-protected
job. Clarify that the release environment does not prevent this direct
publishing path, while preserving the distinction between tag creation and
moving or deleting existing tags.
- Line 137: Update the gh secret set OPENSCREEN_RELEASE_TOKEN example to omit
--body and provide the token through protected standard input using a supported
gh CLI mechanism, keeping the token out of command arguments and shell history.

…ove the secrets
Write access can still publish a release by hand; variables stay at
repository level; old release branches need the environment lines
before the credentials move; repository copies must be deleted; the
token is read from a prompt, not the command line.

- Line 96: Update the release instructions in the “Release environment” section
to explain that older branches may not be able to cherry-pick the environment
change cleanly; instead, apply the release environment setting to the
credential-consuming jobs present in that branch’s workflows, without assuming
the newer workflows or build.yml structure exist.
- Around line 123-124: Update the release and secret-migration guidance around
`build.yml` and `gh secret delete` to document the approved way to rebuild a
pre-migration tag from its tagged source using environment credentials. Make
clear that this rebuild path must be completed before deleting the repository
secrets, without implying that updating a branch or retrying Store publication
rebuilds the tag.
