ci: read the approver app key from a main-only environment - #1506
The private key of the openscreen-linux-approver app was a repository secret. Any collaborator with Write access could push a branch whose workflow reads it, then approve their own pull request in the app's name. That bypasses the human review that the main-human-review ruleset requires of them.
The key now lives in a new approver environment whose deployment branch policy allows only main.
auto-approve-linux keeps working: since December 2025, a pull_request_target run is evaluated against the default branch.
A workflow pushed on any other branch is refused the environment, so it never sees the key.
Rollout
The approver environment exists with the main policy, and APPROVER_APP_ID is set in it.
This PR makes the job use the environment. Until the repository copies are deleted, it falls back on them, so nothing breaks in between.
A new private key goes into the environment, the old key is revoked in the app settings, then the repository copies are deleted.
Test plan
The next Beetix pull request inside their CODEOWNERS scope is auto-approved.
Eligible pull requests targeting integration or release branches lose automatic approval under the main-only policy, but can still be approved manually. Merging is reasonable with owner acceptance of that limitation; finish key rotation and verify non-main denial before relying on key isolation.

Verify that non-main jobs are denied.
After removing the repository secret copies, check that a non-main job referencing approver is blocked before it runs. A successful Beetix approval can also pass without a branch restriction, so it does not verify key isolation.

Review comment at @.github/workflows/auto-approve-linux.yml at line 22:
Ensure the approver environment restricts deployments to the main branch, so a
job referencing approver from any non-main branch is blocked before it runs;
verify this through the environment’s deployment-branch protection rather than
relying on a successful Beetix approval.

Unverified finding
We couldn't verify this from the code. It is shown for review, not as a verified issue.
Declaring an environment on this job does not restrict access to the repository-scoped copy of the key. The stated temporary fallback can therefore leave the old key accessible to workflows on other branches despite the comment's security claim.
That user can potentially mint an app token and submit an approval in the app's name during the rollout.
This can occur when: Before the old repository key is revoked, a user able to run a modified workflow on a non-main branch reads the repository secret without declaring the environment.
