This PR addresses a ReferenceError: Can't find variable: localStorage that occurs on Safari and Apple Mail when strict privacy settings prevent access to localStorage.

The root cause was direct, unguarded calls to localStorage.getItem() in src/components/TopNavClient.tsx (lines 63 and 84) and src/components/sidebar/MobileSidebarNav.tsx (lines 26 and 45).

The fix involves importing and utilizing the existing isLocalStorageAvailable() utility from src/utils.ts to guard all localStorage accesses in these components. This ensures that localStorage is only accessed when it is available, preventing the ReferenceError.

This fix is identical to the one proposed in the unmerged PR #18916.
