Removes the "include": "<=1.96" upper bound from the litellm test suite in scripts/populate_tox/config.py.

I regenerated the test matrix (tox.ini and the populate_tox caches) with scripts/generate-test-files.sh --only litellm. Only the litellm entries change.

Broken LiteLLM version re-enabled

Medium Severity

Removing the include bound lets the generator pick litellm 1.97.0 on Python 3.10. That release still raises PydanticUserError when constructing Message or ModelResponse, which litellm.completion() does in these tests, so py3.10-litellm-v1.97.0 fails.
