Bump MCP Gateway (mcpg) to v0.4.35 #69580

Summary

Bump the default MCP Gateway (github/gh-aw-mcpg) version to v0.4.35.

This release updates the Docker CLI pin for Alpine 3.24: github/gh-aw-mcpg#15075.

Acceptance criteria

• Update DefaultMCPGatewayVersion in pkg/constants/version_constants.go to v0.4.35.
• Resolve and update the corresponding container image digest in pkg/actionpins/data/action_pins.json.
• Regenerate affected compiled workflow lock files through the supported compilation process; do not manually edit upstream-managed workflow sources or generated locks.
• Update any directly related version expectations and run the relevant validation.
