Generated GAPIC READMEs described supported Rubies as versions that are "not end of life". That doesn't match the published Supported Ruby versions policy, which also covers the most recently end-of-life Ruby for 12 months after its end-of-life date. The README templates now link to the policy instead of paraphrasing it, so the two can't drift apart again. The golden outputs were regenerated with toys gen, and only the README paragraphs changed. Generated libraries pick this up on their next regeneration.

…READMEs

Generated READMEs paraphrased the Ruby support policy incorrectly, describing supported versions as those "not end of life". They now link to the published Supported Ruby versions policy instead.
