Deletes 31 contracts and mocks from packages/contracts that nothing live uses, plus the old staging addresses, Arbitrum addresses and config files, leaving only live contracts and the mocks ported tests use. The 5 mainnet-only entries leave the bytecode manifest because legacy now checks them, and the other 21 hashes are unchanged, so no live bytecode moved.
