Use the maintained core-foundation 0.10 generation for system proxy discovery. The system-configuration Rust sources are unchanged between 0.7 and 0.8, and the optional macOS-only feature boundary remains intact.

Upgrade the optional macOS-only system-configuration dependency from 0.7 to 0.8, aligning proxy discovery with core-foundation 0.10. The system-configuration Rust sources are unchanged between these releases; connector code and feature boundaries are unchanged.
Local evidence covers all-feature/all-target Linux tests, warnings-denied Clippy and cross-checks for x86_64-apple-darwin and aarch64-apple-darwin, plus a Reqwest integration probe. Native macOS and Windows execution and platform MSRV qualification remain for the upstream CI matrix. Signed candidate: 8a3657c.
