Repair prep for pre-existing red checks surfaced by the actions.lock cure (Issue #207 / PR #205 / estate standard #968 / #1070). NOT a closure of #207.

What this PR does (Phase 1 + Phase 2 prep)

What this PR does NOT do (binding — per #207 AC + docs/handoff/issue-207-governance-triage.adoc)

  • Does NOT claim Triage: 2 pre-existing red checks surfaced by the actions.lock cure (PR #205) #207 is fixed or ready to close. Authoritative green observation against FULL 40-char SHA is still required (see comment-1 traps: --verify-local false green, short-SHA silent match, startup_failure creates no check run, concurrent-commit verification needed, separate github-actions app from third-party apps).
  • Does NOT mute, remove, demote, or exempt either named check (governance / Check Workflow Staleness; governance / Workflow security linter). Repair or retire; never silence.
  • Does NOT modify governance.yml / hypatia-scan.yml reusable pins — already at 9e9513b11fff182b08cf8cd6c9c2272460636586; no workload change needed there.
  • Does NOT address the upstream standards divergence that may still cause the reusable-workflow jobs to fail — that is an estate-level determination (standards#994 / #1070) and must be observed in CI, not declared locally.

Validation performed locally (evidence only — NOT proof)

  • git diff --check: pass
  • grep -q 'my-lang' Intentfile: pass (identity guard, Mustfile)
  • Template-identity audit: 0 markers remaining outside template/reference
  • Lock reconciliation verified against actual workflow file contents (grep uses: on 3 files)

What must happen before #207 can close

Per Issue #207 acceptance criteria:

  1. Both named checks must be green on this PR head (a1fd4cb...) with the github-actions app separated from third-party apps.
  2. Both must remain green after merge on default branch (main).
  3. A documented determination (fix / retire / exempt with reason + review date if applicable) must be recorded in Triage: 2 pre-existing red checks surfaced by the actions.lock cure (PR #205) #207.
  4. No check was closed by muting it.

Authoritative check command (full SHA required — do not use short SHA):

gh api repos/hyperpolymath/my-lang/commits/a1fd4cbf1c0846f3b0d1acb0d8e4a0d9e8e8e4c8/check-suites \
  --jq '.check_suites[]|"\(.app.slug)\t\(.conclusion)"' | sort | uniq -c

Binding references

  • Issue Triage: 2 pre-existing red checks surfaced by the actions.lock cure (PR #205) #207 body / AC (binding spec for triage)
  • docs/handoff/issue-207-governance-triage.adoc (primary repair specification, 2026-09-28)
  • .machine_readable/contractiles/{Adjustfile,Mustfile,Intentfile,Trustfile}.a2ml (estate contractiles)
  • frontier-practices/RSR_OUTLINE.adoc / RSR-template-repo (template-consumer obligations)
  • hyperpolymath/standards#968 (actions.lock cure) / #993 (pin policy) / #994 (cross-cutting red classes) / #1070 (umbrella, 14 repos)

/cc @hyperpolymath (repo owner) — please confirm CI observation before any #207 closure.

…conciliation — repair prep, NOT closure

- Adjustfile 0-tolerance: .editorconfig headers corrected (RSR-template-repo -> my-lang)
- actions.lock: rust-toolchain pin reconciled (checker-scaling/coverage/stack-depth) to match workflow files
- No checks muted; no required-check changes; no exemption; no #207 closure claimed
- CI-authoritative green observation on full 40-char SHA still required per comment-1 / handoff doc

The lock metadata is incomplete for the updated toolchain references, although workflow behavior is unchanged. Add the missing record; the lock-sync gate also needs its separate existing mismatch addressed.

A rabbit read the headers at dawn,
And saw the old name had gone.
“My-lang,” said the hare,
“Now appears there.”
Then hopped past the config and lawn.

🟡 Minor · Regenerate the lockfile with the missing toolchain dependency record. · actions.lock:17

.github/workflows/actions.lock:17
🎯 Functional Correctness | 🟡 Minor | ⚡ Quick win

Regenerate the lockfile with the missing toolchain dependency record.

The three workflow entries use the same dtolnay/rust-toolchain@e2a55d2ffb04f378e9626c28d38b36d230d1e12f reference. The validator requires one matching top-level dependencies: record. Adding that one record clears all three dangling edges.

The lock-sync gate will still fail until the separate push-email-notify.yml version mismatch is corrected.

Suggested fix

Run the generator specified by the lockfile:
