resource-algebra is the grade kernel #143

Four max-plus formalisations existed; the family instance is now
resource-algebra MaxPlus (Agda). Ask: typed-wasm's grades reference it;
ideas-to-alphas feeds PanLL only through the graduation rule (PR #94).
