[ERROR] Licence-vs-manifest mismatch: licence='MPL-2.0' manifest='LicenseRef-PMPL-1.0-or-later' (./sanctify-php.cabal).

The LICENSE file is MPL-2.0. The .cabal license: field says PMPL-1.0-or-later. The source files carry SPDX-License-Identifier: MPL-2.0.

Acceptance criteria

• The owner decides which licence is intended (MPL-2.0 or PMPL-1.0-or-later).
• LICENSE, the .cabal license: field and the SPDX headers agree.
• governance / Licence consistency is green on main.

This is a licensing decision, so no agent should change it unilaterally. Found while deferring the red check on #107 (§5c).
