Adds the agent-apm project type so jf setup agent-apm and jf agent apm can identify and configure Microsoft's Agent Package Manager (APM) as a package manager alongside the other project types this package already tracks.

'jf setup agent-apm' becomes 'jf setup apm', matching the shorter form used elsewhere for the Agent Package Manager integration.
