Adds the agent-apm project type so jf setup agent-apm and jf agent apm can identify and configure Microsoft's Agent Package Manager (APM) as a package manager alongside the other project types this package already tracks.

  • All tests passed. If this feature is not already covered by the tests, I added new tests.
  • All static analysis checks passed.
  • This pull request is on the master branch.
  • I used gofmt for formatting the code before submitting the pull request.

'jf setup agent-apm' becomes 'jf setup apm', matching the shorter form
used elsewhere for the Agent Package Manager integration.
