LLM-backed tools are registered without an LLM #93

k8s_generate_resource is registered with a nil LLM (cmd/main.go passes nil). prometheus_promql_tool calls openai.New(), which needs OPENAI_API_KEY. That key would come from an optional Secret, but no chart creates it. Out of the box, both tools fail when called.

Options:

• Register them only when an LLM is configured.
• Document the configuration they need.

The skills bundle in #91 now refuses to reference these tools (llmBackedTools in cmd/plugin_bundle_test.go).
