The "serve an issuer certificate" functionality was moved from wfe1 to wfe2 in #5840, then extracted into a standalone server in #7411. However, no current tests fetch the issuer URL. PR #5840 notes that, at the time, it was OCSP tests that fetched it, so it makes sense that we no longer need it now that OCSP is gone.
