Periodic report pending-intent test fails on main: expected Chinese conclusion text is missing from the HTML #7437

On main at be1dc37, tests/capabilities/test_periodic_report_pending_intent.py::test_consumption_queues_authorized_delivery_and_exact_replay_does_not_duplicate fails. The assertion expects the text 本期结论：阶段分析已经形成完整判断 in the rendered HTML, and the rendered HTML does not contain it.

This test was not among the failures of the earlier importer run on fb0303f. Periodic-report renderer code changed on main in recent commits (#7413 and #7432). Whether they cause this failure has not been verified.

Found while validating a test-fixture PR. The same test fails on the base of that PR, without the PR's changes.
