Repeated quota and Turn guards resend unchanged preference prose because the existing hook has no registered reuse policy. Register complete instructions, statements, source quotes and source references with the TypeScript preference owner. Resolve this known hook through the validated capture Goal/Agent binding, preserving ordinary/default-off producer output.
Every input still carries current revision, membership, keys, lifecycle, expiry, operation lineage and unknown fields. Corrections, retirement, expiry without a revision change, removals and empty views reconstruct exactly. Unknown, unavailable, malformed or conflicting hook scopes retain complete delivery; incompatible readers recover the original current capture.
The bounded refactor puts reusable paths and hook identity together in the existing registry; quota and Turn continue using one generic codec. The existing opt-in journey and configuration are unchanged.

103885f8be230653d3cbe7a57f42f3cc7425ce34:The preceding head's Release Artifacts build failed in the existing blocked-reason browser refresh wait, outside this diff. The related browser recovery proposal is #7475; this rebase does not claim to repair those failures. Remote checks must qualify the new head, and independent review remains pending. No merge is included.
Source qualification is distinct from autonomous task benefit, complete compaction-cycle costs and billed savings. Those remain unqualified.
