Pull request description:

This add the config options needed to control functional flips to the config file. The available options are in a section "FunctionalFlip", under the SpecialProposal section in the oscillation model yaml. You are required to pass a list of the parameter names involved in the flip, and then the formula used to calculate the flip point. In the formula "x" is used as a stand in for the variable you are flipping, and the list items numbered from 0 onwards, and must be wrapped in square brackets within the formula. The formula will be parsed by ROOT TF1, so any mathematical expressions supported by ROOT TF1 are valid.
