PT-BR translation fixes
Add `wab` to the awards route checks in `header.php`, `mini_header.php`, and `footer.php` so Leaflet map assets are loaded for WAB award views, matching other map-based award pages.

Bump the migration version to 281 and add a new migration that tags Cloudlog as 2.8.19. The migration also resets the version dialog confirmation so users see the updated version info, and the down method restores the previous 2.8.18 version tag.
