GH-438: Disable issue attribute selectors instead of hiding them - #1073
This PR addresses issue #438 by keeping the Labels, Assignees, and Milestone attribute selectors visible in CreateIssueModal at all times, rather than abruptly mounting/unmounting them when a repository is picked or permissions change.
Selectors are disabled (isDisabled={true}) when no repository is selected or when the user lacks push permissions on the selected repository.
Passes isDisabled down to IssueAttributeSelector and the underlying ReactSelect component.
Updates unit tests in create_issue.test.jsx to verify the disabled state.
+12 -6 Production Changes (27.7%)
+36 -11 Test Changes (72.3%)
Regression Risk: The change affects three selectors in the Create Issue modal and changes how push permission controls their disabled state. Updated tests cover the reported permission and repository-selection cases.
… them
- Keep labels, assignees, and milestone selectors always visible in CreateIssueModal
- Pass isDisabled to selectors when repository is unselected or lacks push permissions
- Update unit tests to verify disabled state

Walkthrough
The Create Issue modal now always renders the label, assignee, and milestone selectors. The selectors are disabled until a repository is selected and push permission is available.
The selector props accept an optional isDisabled flag. The modal always renders the selectors and disables them when no repository is selected or when the repository denies push permission. Tests check the disabled state before and after repository selection, including when push permission is available.
mattermost/mattermost-plugin-github#1072: Its end-to-end tests expect selectors to be hidden when the user lacks push permission, which differs from the behaviour changed here.
Merge Risk: Moderate · up to 73621
Switching repositories can leave selectors showing another repository's options and submit incorrect issue attributes. Discard stale responses before merging.

Explanation
Issue #438 requires the Labels, Assignees, and Milestone selectors to remain visible and become disabled when no repository is selected or the selected repository lacks push permission. CreateIssueModal.renderIssueAttributeSelectors now always renders all three selectors and passes isDisabled={!hasPushPermission}. IssueAttributeSelector forwards the prop to ReactSelect. Tests cover the disabled state with no repository and with no push permission, and the enabled state with push permission.

Add a selector-level test for isDisabled propagation.
The modal tests replace the three selectors with mocks. Each mock renders isDisabled as data-disabled. No test renders the real GithubLabelSelector, GithubAssigneeSelector, GithubMilestoneSelector, or IssueAttributeSelector with isDisabled. No test checks the disabled state of the underlying ReactSelect. If a wrapper stops forwarding isDisabled, the modal tests can still pass while the control stays enabled.
Add a focused test for IssueAttributeSelector, or for one wrapper. Render it with isDisabled set to true, and assert that the rendered control is disabled. The current forwarding works. This test protects the new behavior from a future regression.

Ignore option responses for a previous repository.
loadOptions applies a late response after repoName changes. Repository A's response can keep milestones or labels that exist only in A, and handleCreate submits them for B. Discard responses whose repository no longer matches repoName.
