chore(ci): drop the retired legacy config paths from the PR checks workflow #12287

Refs #5906

Depends on

Outcome

The PR checks workflow names no retired .claude/ config file once #9737 has deleted them and dropped the reads.
Two lines remain on origin/main at 2026-11-01: a path filter entry for .claude/docs-naming.json (line 1074) and a
sparse-checkout entry for /.claude/source-control.md (line 5035) in .github/workflows/pr-require-checks.yml.
scripts/ci-lanes-pr-hold.test.sh:450 asserts the second, so the test and the workflow change together. The issue
lane cannot push a workflow change (.github/scripts/apply-patch/protected-paths.mjs, github-workflows), so a
host session takes it.

Done when

  • git grep -nE "\.claude/(docs-naming\.json|source-control\.md)" -- .github/workflows/pr-require-checks.yml scripts/ci-lanes-pr-hold.test.sh prints nothing.
  • scripts/run-test-file.sh scripts/ci-lanes-pr-hold.test.sh exits 0.
  • ci-status is green on the PR.

    Proposed work class: work-class: mechanical
Basis: automated intake triage; the lanes App applied this class.

    Size: Small
    Complexity: Low
    Uncertainty: Known
    Flags: none
    Blocked by: #9737

Understood: once #9737 deletes the retired .claude/ config files and their reads, remove the two remaining references (the .claude/docs-naming.json path filter and the /.claude/source-control.md sparse-checkout entry) from pr-require-checks.yml. Update the matching assertion in scripts/ci-lanes-pr-hold.test.sh in the same change. The done-when checks are exact. The issue lane cannot push workflow changes, so the issue is already routed to a host session (host-run). No duplicates found among the open issues.

Automated triage, applied by the lanes App.

status: readyTriaged, unblocked, and fully specified; eligible to pick up.
work-class: mechanicalDeterministic, trivially reversible maintenance: dependency bumps, lint/format, sync.

Not admitted to the issue lane: a criterion names .github/workflows/pr-require-checks.yml, which the issue lane cannot push (patch-protected-path); a builder session takes it; it carries host-run. Admission takes the issue once each of those is met, when intake triages it again (.github/actions/resolve-config/admission-rules.json).

The latest triage verdict holds nothing: admission moved the issue to status: confirmed; its comment says why.
