Update README to outline CGI/Microsoft partnership

What is being addressed

Updating the README to outline the collaboration between CGI and Microsoft. CGI is to maintain TRE and work with Microsoft as partners going forward.

How is this addressed

Change to README and SUPPORT.md only. This is not a code change.
