Summary

• Upload the actual Microsoft.Windows.CsWin32.*.nupkg as a dedicated nuget-packages artifact, retained for 14 days.
• Upload only after the existing integration job restores, builds, runs, and publishes consumers using the packaged analyzer and build task.
• Fail explicitly if the CsWin32 package is missing or ambiguous, instead of selecting the first arbitrary package.
• Preserve existing Nerdbank.GitVersioning PR versions. No feed publication.

This PR is based independently on main; it does not include the COM classification changes in #1870. The requested CONTRIBUTING.md addition was removed in 8f46553611447ed670b8987b9981252676634384; the workflow implementation is unchanged.

Validation

Before the documentation-only removal, the Build & Test run completed successfully: build, Windows/Linux/hardware tests, every heavy shard, consumer integration tests, and Validate all passed. Doc validation and CodeQL checks also passed.

The NuGet artifact contains Microsoft.Windows.CsWin32.0.3.0-gc9ed147737.nupkg.

Downloaded this package, restored a standalone net8.0-windows consumer outside the repository using an ordinary PackageReference and a fresh package cache, built with zero warnings/errors, and ran generated GetTickCount successfully. Verified the restored package's SHA256 matches the downloaded nupkg.
