Motivation & Context

The Python 1.23.0 changelog was finalized in #9602 before #9472 entered main through the merge queue. As a result, the release notes omit a Core fix included in the release commit history.

Description & Review Guide

Related Issue

N/A - trivial change. This is a straightforward reconciliation of the 1.23.0 changelog with a PR already merged into the release history.

  • This PR links to an agreed issue with no competing open PR, or the Related Issue section documents a trivial-change or repository-automation exception.
  • This is not a breaking change. If it is a breaking change, add the breaking change label (or add "[BREAKING]" to the title prefix, before or after any language prefix) — a workflow keeps the label and title prefix in sync automatically.
