Move the specification to specification/stable/enterprise-managed-authorization/2026-07-28/ and add a draft/ copy beside it, the layout SEP-3392 describes for a Stable extension. The text is unchanged apart from the Info line, which now states the protocol revision.
Move the specification from specification/draft/ to specification/stable/oauth-client-credentials/2026-07-28/ and add a draft/ copy beside it. SEP-3392 classifies both ext-auth extensions as Stable. The text is unchanged apart from the protocol revision in the Info line.
README.md says what the stage directories mean, how Stable extensions are versioned, and which Interest Group the extensions belong to. MAINTAINERS.md uses the term Extension Maintainers from SEP-3392, so it is not confused with the project's Core Maintainers. The people listed do not change.
