Adds .out-of-scope/redis-cluster.md, recording the decision from triage of #66 to keep rejecting RedisCluster clients.

The record covers why Cluster does not work today: each topic's timeline and payload keys hash to different slots, and the claim/commit Lua scripts, schedule() and cancel_all() all touch both keys. It also lists the leads for anyone reopening it (shared hash tag in the user-supplied key prefixes, which is unverified, or per-topic hash tags) and the conditions for revisiting.

This is the first file in .out-of-scope/, which triage reads to catch repeat requests.

No code changes.
